Photo 10 for Grumman Canoe Sail Kit-New In Box-Lateen Kit-No Sail

What is that little curved piece next to the tiller blade for? I have one and don't know what to do with it. I found every piece of aluminum in dad's garage that I hoped went with the sail. Trying to get rid of it. It's been in storage about 40 years. I'm trying to figure out the tiller handle as well. Don't know how it attaches to the arm. Thanks for any help. Wish dad was still here.
